Biography

Luke is a family physician and Co-Director of Oxford's Global Primary Care & Future Health Systems team. He is a director of the WHO Collaborating Centre on Primary Health Care and has advised the WHO, World Bank, and multiple international governments on primary care policy. He contributed to the Declaration of Astana background documents and has published over 150 research papers and book chapters. He sits on the board of the Oxford Institute of Digital Health, and the editorial boards of the British Journal of General Practice; the African Journal of Primary Health Care & Family Medicine; and the Lancet Primary Care. He uses cross-disciplinary futurist methods to identify safe, equitable, and effective pathways for implementing generative AI clinical decision support systems within primary care. He is currently chairing the Lancet Primary Care Workforce Commission which includes an examination of how AI augmentation will impact the number and skill mix of clinicians required to deliver essential services around the world, with a focus on underserved populations.
